Error메세지로 Mentor SuppportNet에서 검색을 해보니 아래메세지에 대하여 내용이 있었습니다.
viewbase: Error 421: iwinit unsuccessful

The problem can occur if a primary directory is not defined in viewdraw.ini file. The primary directory in viewdraw.ini is defined by this line:
DIR [P] <primary_path> (<primary_alias>)
where <primary_path> is the path to the primary directory (usually the project directory) and <primary_alias> is the alias for primary directory, e.g.:
DIR [P] . (cpu_board)
The problem also occurs when the primary library alias for a project contains a hyphen "-" character. As an example, if user were to create a primary alias such as the following in their viewdraw.ini file, they would get the errors indicated above:
DIR [P] . (ABC-123)
This problem may become more apparent to users in ePD 3.1 since the default behavior with 3.1 is to automatically create a primary alias in the viewdraw.ini file. The defect specifically outlines the case in which the hyphen character is allowed to remain in the primary alias. It typically occurs when the project directory name begins with a digit instead of an alpha character and the path also includes a hyphen. An example of a problem project looks like:
C:\epdprojects\4-144832
- In ePD releases prior to ePD 3.1 the process of adding a primary alias was not the default behavior.
- The problem should not occur if any of the non-primary aliases includes a hyphen since those will be reported to the user while DxDesigner is invoking and the libraries and their aliases are verified.

1. 시작 - 제어판 - 시스템 - 고급시스템설정 - 환경변수 - 시스템변수
WDIR이 변수 값이 아래 처럼 되어 있는지 확인
C:\PADS Projects;C:\MentorGraphics\9.5PADS\SDD_HOME\standard
2. DxDesigner에서 setup - setting - Symbol libraries에 하나라도 Symbol path가 있는지 확인
없으면 .으로 등록해야 합니다.
